Recruitment Agency in Pakistan for Saudi Arabia

Aroop Manpower Services is a licensed recruitment agency in Pakistan for Saudi Arabia, working as a registered Overseas Employment Promoter under the Bureau of Emigration and Overseas Employment. Saudi Arabia is our largest market and has been since we started. We handle the Pakistan half of your hire. You send a demand, we find the people, test them on the tools, and walk them through medicals, visa processing and Protector of Emigrants clearance until they land on your site. You approve every shortlist. Nothing is passed to a sub-agent whose name you never learn.

What our recruitment agency in Pakistan for Saudi Arabia does

Once your demand letter and power of attorney are attested, we register the job order with the Bureau of Emigration and begin sourcing. Candidates come from our own database first, and where a trade is thin we advertise nationally rather than sending you whoever happens to be on file.
Shortlisted workers go through an interview and an oral trade evaluation before they ever reach a test centre. That filters out the people who would fail a practical assessment and saves everyone the fee and the delay. Those who pass are trade-tested at certified institutions, and the test records go to you along with the shortlist.
You interview online or come to Pakistan and select in person. After that we handle medicals at approved centres, certificate attestation, visa endorsement and stamping, biometric enrolment, Protector of Emigrants clearance, the pre-departure briefing and the ticket. You get a confirmed manifest before anyone flies.

Trades and roles we recruit for Saudi Arabia

Most of what we deploy to the Kingdom is construction and industrial labour. Masons, steel fixers, shuttering carpenters, plasterers, rod benders and helpers make up the bulk of it, usually alongside foremen across the civil, steel, electrical and general trades.

In fabrication and steel work we recruit welders, pipe fabricators, steel erectors, fitters, blacksmiths and tinsmiths. For plant and equipment we supply tower crane, dozer, backhoe, wheel loader, road roller and forklift operators, along with heavy vehicle and trailer drivers.

Workshops and factories take machine operators, lathe and milling operators, auto electricians, equipment mechanics and maintenance technicians. Stores and camp operations need store managers, storekeepers, stores clerks, camp managers, security officers and cooks.

On the professional side we recruit for hospitals and for projects. Hospitals take staff nurses, ICU and theatre nurses, doctors and specialists, laboratory and radiology technicians and ward staff. Projects take civil, mechanical, electrical, chemical and structural engineers, QA and QC inspectors, draughtsmen and surveyors.

If a trade is not mentioned here, ask us. Sourcing a category we have not placed before takes longer than a trade we recruit every month, and we will tell you that rather than promise a date we cannot hold.

Industries we serve in the Kingdom

We work with construction and contracting firms, oil, gas and pipeline operators, shutdown and maintenance contractors, steel fabrication yards, power stations and industrial plants, hospitals and healthcare groups, manufacturing and workshop businesses, and retail, warehousing and camp service companies.

Where we deploy

Riyadh, Jeddah, Dammam, Al Khobar, Jubail, Yanbu, Mecca, Medina, Tabuk and project sites across the Kingdom.
Location changes what a candidate expects. Remote site postings need clearer accommodation, food, transport and leave terms written into the demand letter, or you will find the same salary attracts a weaker response than it would in a city.

Before you send a demand letter

A large share of the delays that get blamed on Pakistani agencies actually start in Saudi Arabia, before anything reaches us.

Check that your commercial registration is valid and your establishment file is active. Check your Saudisation standing, because a weak band restricts or blocks visa issuance no matter how ready the worker is. Check that you hold quota for the specific job title you are hiring, since quota is granted by occupation rather than in general. Check that there are no wage protection arrears freezing your government services. And make sure your visa authorisation matches the demand you are about to send.

One change is worth knowing about. Saudi employees now only count toward your Saudisation percentage if their contracts are documented electronically. That has quietly moved some employers into a weaker band without their staffing changing at all. If your visa services have stopped working and you cannot see why, that is the first thing to look at.

You can also delegate authority to us on the Saudi visa platform, which removes a lot of back and forth on larger orders. Ask us for our details when you are ready to set that up.

How long it takes

Agencies quote very different timelines for the same work, because they measure from different starting points.

From an attested demand letter to dispatch, with your visa authorisation already in place, four to five weeks is realistic for a straightforward file. Counting from the day you first apply for quota, the honest figure is longer, and six to twelve weeks is closer to reality, more where trade verification applies or a compliance issue has to be cleared first.

Bulk orders always run longer than single hires, because medicals and visa endorsement move in batches rather than as one block. We give you a dated batch plan at the briefing instead of a number that sounds good on a phone call.

Where Saudi files actually stall

Most delays come from the same short list. A Saudisation or wage protection problem blocking issuance before recruitment starts. A mismatch between the job title on the quota, the authorisation and the worker’s documents. A missing cultural attaché verification on a professional degree, which affects nurses and engineers most. A medical certificate expiring while the file is held up somewhere else. Names spelled differently across a passport, a certificate and an authorisation. Or a demand letter corrected after attestation, which means attesting it all over again.

Every one of these is cheaper to catch before attestation than after.

Getting the salary right

Pakistani workers compare offers against what their relatives and friends already earn in Saudi Arabia, not against wages at home. That information travels quickly and is usually accurate.

So a package that looks generous against local rates can still produce a slow, weak shortlist. There is also a technical reason to get it right. Under the current work permit classification, the salary you state has to support the skill tier your job title belongs to. Where it does not, the classification resolves against you later at residency stage.

Tell us your band at the briefing. We will say plainly whether it will fill the roles at the speed you need and which trades will be difficult at that number. That conversation is far more useful before the demand letter is attested than after six weeks of empty sourcing.

Selection campaigns in Pakistan

For larger orders, employers who send a delegation consistently get better crews than those selecting from test reports alone. That is particularly true for welders, fabricators and equipment operators, where watching a practical test tells you more than reading about one.

We arrange the venue, book practical test facilities at certified centres, schedule candidates in blocks by trade so nobody sits waiting all day, and verify documents before anyone reaches your table. Plan to see three to four candidates per position. Interviewing exactly as many people as you have vacancies guarantees a shortfall once medicals are done.

For Pakistani job seekers

Bring your passport, CNIC, trade certificates and experience letters to the office, or send them to us on WhatsApp.

Before you deal with any agency, check its licence on the Bureau of Emigration register. Never hand your original passport to an agent who has no registered office you can walk into. Make sure you leave with a Protector of Emigrants stamp, because without it you have emigrated illegally and hold no protection if the employer defaults. And ask for a receipt for every payment, since there are government limits on what a licensed agency can charge a candidate.

If your trade does not match a live demand, we will tell you so rather than holding your documents for months on the chance something appears.

Why work with a licensed agency

A licensed Overseas Employment Promoter is bonded, registered with the Bureau of Emigration, required to file job orders and answerable through a public complaint process. An unlicensed agent has none of that, and workers processed outside the system get stopped at the final clearance stage, which leaves the employer with an empty site and no explanation.

The honest limit is that a licence proves accountability, not quality. It tells you an agency can be held responsible, not that it screens well. Ask any agency you are considering how many workers it deployed last year, which employers it deployed to, and what happens if a worker fails probation in the first three months. The answers separate the working agencies from the ones with good letterheads.
