Executive Search Recruitment in Pakistan

Executive search recruitment in Pakistan means finding senior professionals for a specific role rather than filling a headcount. We run confidential searches for Gulf employers who need a project director, chief engineer, plant manager or nursing superintendent, and we deploy the person we find under Overseas Employment Promoter licence OP&HRD/4162/SKT.

Most search firms in Pakistan cannot do the second part. That distinction is the whole reason this page exists.

How executive search differs from bulk recruitment

Bulk recruitment Executive search
Starting point
A trade and a headcount
One role and its specification
Candidate pool
Active applicants and database
Mostly people already in jobs
Approach
Advertise and screen
Identify, research, approach directly
Shortlist size
Dozens against a standard
Three to five against a brief
Assessment
Trade test and interview
Track record, references, leadership fit
Confidentiality
Open advertising
Discreet, often unnamed at first contact
Typical timeline
Four to five weeks
Longer, because the right person is not looking

If you need forty masons, you do not need executive search. If a failed hire would cost you a project schedule, you probably do.

Senior roles we recruit from Pakistan

Function Roles we search for
Project leadership
Project directors, project managers, construction managers, site managers
Engineering
Chief engineers, engineering managers, QA/QC managers, planning managers
Plant and production
Plant managers, production managers, maintenance managers
Healthcare
Nursing superintendents, nursing supervisors, medical directors, department heads
Commercial and support
Country managers, finance heads, procurement managers, HR managers
Site operations
General foremen, camp managers, safety managers, logistics managers

Pakistan is a deep market for technical leadership. Engineers and managers who have already run large sites in the Gulf and returned home are a particularly strong pool, because they need no orientation to the working conditions, the climate or the contracting culture.

Industries we search in

  • Construction, civil infrastructure and contracting
  • Oil, gas and pipelines
  • Power generation and industrial plants
  • Steel fabrication and heavy manufacturing
  • Healthcare and hospital groups
  • Logistics, warehousing and facility management

How our search process works

  1. Role briefing. We agree the specification, reporting line, salary band and what success looks like in the first year. Vague briefs produce vague shortlists.
  2. Market mapping. We identify which companies in Pakistan hold the talent for this role, and who inside them fits.
  3. Confidential approach. Candidates are contacted directly and discreetly. Your company is not named until a candidate has passed the first conversation.
  4. Screening and assessment. Track record, technical depth, team size managed, and whether they have actually done the job or only sat near it.
  5. Reference verification. Previous employers contacted before you see the shortlist, not after you have made an offer.
  6. Shortlist presentation. Three to five candidates with written profiles, salary expectations and availability.
  7. Interviews. Online, or in person if you send a delegation to Pakistan.
  8. Offer and deployment. Contract, documentation, medical, visa endorsement and Protector of Emigrants clearance, handled by us.

Why the OEP licence matters for a senior hire

This is where most executive search firms in Pakistan stop being useful.

Finding a project director is one job. Legally moving him to Riyadh is another, and it requires an Overseas Employment Promoter licence. A search firm without one has to hand your candidate to a licensed agency at the exact moment the hire matters most, which adds a party, a delay and a point of failure.

We hold the licence. The same file that starts with the role brief ends with the candidate landing.

There is a second reason it matters. A senior hire is not exempt from the Emigration Ordinance. Your country manager needs Protector of Emigrants clearance the same as a mason does. Employers sometimes assume white-collar roles skip this. They do not, and the assumption is discovered at the airport.

How executive search recruitment in Pakistan is priced

Two models exist in this industry, and the difference is worth understanding before you sign anything.

Contingency. You pay only when a candidate is placed. Lower risk, but the agency is working several assignments at once and yours competes for attention.

Retained. You pay a portion up front, a portion at shortlist, and the balance on placement. The agency commits dedicated research time. This is the standard model for genuinely senior roles, because mapping a market properly takes weeks that nobody funds on spec.

Fees are normally a percentage of the candidate’s first-year salary. Ask any firm you approach for two things in writing: which model they use, and the replacement terms if the hire leaves within the guarantee period. A firm that will not put replacement terms in writing is telling you how confident it is.

Confidentiality

Senior searches are often confidential, either because the incumbent does not know yet or because a competitor should not learn you are expanding. We work unnamed until a candidate is serious, keep shortlists off shared systems, and do not use client names in marketing without written permission.

When executive search is the wrong service

Being straight about this saves both sides a month.

  • Volume roles. Twenty electricians is bulk recruitment, not search. It is cheaper and faster that way.
  • Roles below supervisory level. Our database and trade testing will fill these without a search.
  • Urgent replacements. A proper search takes time. If you need someone on site in three weeks, say so and we will tell you honestly whether it is possible.
  • Salary below market. No search method finds a senior person willing to take a materially below-market package. If the band is the constraint, we will tell you at the briefing rather than after six weeks of empty outreach.
