Document Attestation Services in Pakistan

Document attestation is the chain of official stamps that makes a Pakistani document legally valid abroad. For overseas employment it usually runs from the issuing body to HEC or IBCC, then to MOFA, then to the embassy of the country you are travelling to. We handle that chain for candidates we deploy, and for anyone who needs it done independently.

What attestation actually means

Verification and attestation are not the same thing, and confusing them costs people weeks.

Verification is the issuing body confirming your document is real. Your university confirming it awarded the degree. NADRA confirming it issued the certificate.

Attestation is a higher authority stamping the document to say it is legally acceptable for official use, including outside Pakistan.

Each stamp depends on the one before it. MOFA will not attest a degree that HEC has not attested first, and the Saudi embassy will not touch anything MOFA has not stamped. The order is fixed. There are no shortcuts, whatever an agent tells you.

Skipping a step does not save time. MOFA rejects the file and you start again, usually after your visa deadline has already passed.

Saudi Arabia: the step most people miss

Saudi Arabia is our highest-volume route, and it has a requirement the other Gulf states do not.

For professional and licensed roles, particularly nurses, doctors, lab technicians and engineers, an educational document usually needs verification from the Saudi Cultural Attaché in addition to embassy attestation. Workers often call this Mosadaqa. Without it, the degree may clear MOFA and still be rejected when the Saudi employer submits it for professional licensing or iqama processing.

The sequence for a Saudi professional hire:

  1. University verification
  2. HEC attestation
  3. MOFA attestation
  4. Saudi Embassy attestation
  5. Saudi Cultural Attaché verification, where the role requires it

Skilled trades and general labour normally stop at step 4. Confirm before you pay for step 5, because it is not needed for every job category.

Why attestation files get rejected

Most rejections are not complicated. They are the same handful of mistakes, and every one is preventable.

Name mismatch

Your passport says Muhammad Bilal. Your degree says M. Bilal. That is a mismatch, and it stops the file. Names must match exactly across passport, CNIC, degree and every certificate. Fix the discrepancy before submitting, not after.

Damaged or unclear documents

Torn corners, faded seals, laminated originals. Lamination is a particular problem, because several departments will not accept a laminated certificate. Never laminate anything you might need attested.

Missing the verification stage

People take a degree straight to MOFA without HEC attestation. It comes back. The same happens with matric certificates taken to MOFA without IBCC.

Wrong embassy for the destination

A document attested at the UAE embassy is not valid for Saudi Arabia. The final stamp must match the country you are actually going to.

Unrecognised institution

If HEC does not recognise the awarding university, or IBCC does not recognise the board, the document cannot be attested at all. Check recognition before you plan around a certificate.

Expired police character certificate

These carry a limited validity. Get it late in the process, not early, or it expires while the rest of the file is moving.

Never hand original documents to anyone who will not give you a written receipt. That applies to us as much as to anybody else.

For employers sending a demand letter

Employers hiring from Pakistan have their own attestation requirement, and it runs the other direction. Your demand letter and power of attorney must be attested by the relevant authority or chamber of commerce in your own country. They then need attestation from the Pakistani embassy or consulate, where one exists. Only after that can we register the job order with BEOE.

Send us drafts before attesting them. Correcting a demand letter afterwards means repeating the entire attestation.

How long it takes

Timelines move with departmental workload, so treat any fixed promise with suspicion. As a rough guide, NADRA documents clear fastest because the chain is shorter. Educational documents take longest, since HEC or IBCC verification sits ahead of MOFA. Embassy legalisation depends entirely on consular load and cannot be rushed by anyone.

Start attestation the day your job offer is confirmed. It is the single most common cause of a delayed departure, and it is the easiest to avoid.
