The UAE route runs in the opposite order to most of the Gulf, and it catches out both employers and candidates. How the UAE differs from Saudi Arabia and Qatar

For Saudi Arabia, Qatar and Bahrain, a worker completes his medical in Pakistan before he travels. For the UAE he does not. The medical fitness test is done at an authorised centre inside the Emirates after arrival, along with Emirates ID biometrics.

Two things follow from that.

The Pakistan side is shorter, because there is no pre-departure medical stage to schedule and no unfit case to replace at the last minute. That removes one of the most common bottlenecks in Gulf recruitment.

But the risk moves rather than disappearing. An unfit result now surfaces after the worker has flown, which is a different planning problem on a bulk order than the one most Gulf employers are used to.

It also gives candidates a useful test. Anyone charging a Pakistani worker for a pre-departure medical on a UAE job is charging for something the route does not require.

How the process runs

Your side files the work permit, either through the Ministry of Human Resources and Emiratisation for mainland companies or through the relevant free zone authority.

The sequence runs roughly like this. The demand letter and power of attorney are attested and we register the job order in Pakistan. We source, trade-test and present a shortlist, and you select. A job offer is issued and signed by both parties, and the worker gives his consent electronically. You then file the work permit application, and once it is approved the electronic entry permit is issued. We complete Protector of Emigrants clearance, brief the worker and put him on a plane. After arrival he completes his medical fitness test, his Emirates ID biometrics, his residence visa stamping and his labour contract registration.

Mainland or free zone

Not every UAE employer files through the same authority. Mainland companies apply through the federal labour ministry. Free zone entities apply through their own free zone authority, with a different portal and different documentation.

The consent code, and why it matters

This is worth explaining to every candidate before he leaves.

The worker approves his job offer electronically, confirmed by a one-time code sent to his own phone. That consent is what allows the employer to proceed with the work permit, and it is recorded as his acceptance of the terms he was shown.

He should enter that code himself, every time. He should never give it to an agent, a sub-agent or anyone else, however convenient it seems at the time.

The step exists precisely so that a worker cannot be signed up to terms he never saw. A worker who hands over the code has given away the one protection built into the process.

What you need in place

Before a permit can be filed you need a valid trade licence and an active registration or establishment card with the relevant authority. You need work permit quota under your licence and activity, since quota is tied to the activity rather than granted generally. You need to be clear of wage protection problems, because overdue salary files or unpaid fines will block the application. And the signed offer has to match the job title you file, because the contract must mirror the offer.

On our side we need an attested demand letter and a power of attorney before the job order can be registered in Pakistan. Send the draft before you attest it, as corrections afterwards mean repeating the attestation chain.

Timelines and the clock after arrival

Published estimates put the UAE employment visa process at roughly two to four weeks once the employer files, with the work permit taking a few working days and the entry permit a few more.

The part employers consistently underestimate comes after arrival. The employment entry permit carries a limited validity, commonly sixty days, and the medical, Emirates ID and residence stamping all have to be completed inside that window. Missing it attracts daily fines.

So the arrival date is not the finish line. Plan for someone on your side to walk each worker through the medical and Emirates ID appointments in the first fortnight rather than leaving him to work it out.

Where UAE files stall

Most delays come from the same handful of problems. Quota not available under the trade licence activity for the role being hired. Wage protection issues or unpaid fines blocking the filing. A job title that differs between the offer, the permit and the contract. Certificates not attested where the skill level requires it. A passport with less than six months validity. Or post-arrival steps left too late in the sixty-day window.

Getting the package right

Pakistani workers compare UAE offers against what friends and relatives already earn there, and that information travels fast and accurately.

Accommodation and transport usually decide whether an offer is competitive, more than the basic salary does on its own. A package with accommodation provided reads very differently from one without it, particularly in Dubai where housing costs dominate what a worker can actually save.

Your medical is done in the Emirates, not in Pakistan, so anyone charging you for a pre-departure medical on a UAE job is charging for something the route does not need. Never share your consent code with anyone and always enter it yourself. And the contract you sign must match the offer you approved, so read it properly before you consent, because that is the moment to raise a problem.

Check any agency’s licence on the Bureau of Emigration register before you commit. Never hand your original passport to an agent with no registered office you can walk into. Ask for a receipt for every payment.
