What counts as a bulk order

There is no official threshold. Practically, a demand becomes a bulk campaign when it stops fitting through the normal pipeline:

  • More than roughly 25 workers in one order
  • Several trades required at once, each with a different test and skill standard
  • A fixed mobilisation date tied to a project schedule
  • Phased arrivals, where different trades are needed in a specific sequence

If any of those apply, the order needs planning rather than processing.

A single skilled worker with clean paperwork takes four to five weeks. A 200-man multi-trade campaign does not take forty times as long, because these phases run concurrently. But it does not take four to five weeks either, and any agency telling you otherwise has not run one.

Running a selection campaign in Pakistan

Most large orders are won or lost in the selection week. What it involves:

  • Venue and test facilities. We arrange the interview venue and book practical test facilities at certified institutions, matched to the trades you are selecting.
  • Candidate volume. Plan to see three to four candidates per position. Interviewing exactly as many people as you need vacancies guarantees a shortfall.
  • Scheduling. Candidates travel from across the country, so they are called in blocks by trade rather than all on one morning.
  • Documentation on the day. Passport, CNIC, trade certificates and experience letters verified before the candidate reaches your table, not after selection.
  • Delegation support. Transport, accommodation guidance and a coordinator assigned to your team for the duration.

Online selection works for many trades. For welders, operators and fabricators, employers who attend in person consistently get better crews, because a practical test watched live tells you more than a test report does.

Where candidates drop out, and how to plan for it

  1. No agency publishes this. Every large campaign loses people between selection and departure, and pretending otherwise is how mobilisation dates slip.

    The losses happen at four points:

    1. Medical. Some selected candidates are declared unfit at the embassy-approved hospital. This is the largest single cause of replacement in any bulk order.
    2. Competing offers. A skilled welder selected in week three may accept another agency’s offer in week five. Speed of processing is the defence.
    3. Personal and family circumstances. Workers withdraw. It is unavoidable at volume.
    4. Documentation. A name mismatch, an expired passport, or a certificate that cannot be verified.

    Two things protect the schedule. Approve a reserve list at selection stage rather than only the exact headcount, and agree replacement terms in writing before the campaign begins. We will tell you at the planning meeting roughly what buffer your trade mix needs.

Sequencing batches against your mobilisation date

Work backwards from the date the site needs people, not forwards from the date you sign.

Ask which trades you genuinely need first. On most construction mobilisations it is foremen, steel fixers and equipment operators, with finishing trades arriving weeks later. Sequencing that way means your first batch lands earlier than it would if the whole order moved as one block, and the later trades use the time you would otherwise have spent waiting.

Tell us the phasing at the briefing. Changing the sequence after medicals have been booked costs weeks.

What we need before we start

  1. Attested demand letter listing each job category, headcount, contract period and basic salary, quoted on eight hours a day and twenty-six days a month.
  2. Power of attorney appointing us as your agents in Pakistan, quoting the employment visa number and issuing authority.
  3. Facility terms: working hours, overtime for normal days and holidays, passage, food, accommodation, medical treatment, gratuity, leave and repatriation.
  4. Mobilisation dates and the arrival sequence you want by trade.

Send drafts before attesting. A demand letter corrected after attestation has to be attested again.
